The story of Chayil Information Technology entered a historic new chapter in 2024, when Morobe Province officially approved a K7 million E-Library Project to be rolled out across 50 schools.
This decision marked a major breakthrough — not just for Chayil IT, but for the future of digital education in Papua New Guinea.
On 19th May 2023, Shane Chinau, Director of Chayil Information Technology, delivered a powerful 30-minute e-library presentation to Provincial Education Advisor Mr. Keith Tangu and PEC Education Chairman Mr. Lemson Gilansao.The presentation demonstrated how offline e-libraries could bridge the learning gap in rural and remote schools, giving students and teachers access to quality educational materials without relying on internet connectivity. Deeply impressed by the vision and practicality of the solution, both leaders immediately endorsed the concept. A formal E-Library Project Submission was prepared, signed by the Education Advisor, Education Chairman, and the Provincial Administrator, and submitted for Provincial Executive Council (PEC) review.
On 3rd March 2024, Education Chairman Mr. Gilangsao organized a special PEC Presentation for 20 PEC Members, giving Shane Chinau the platform to explain the full potential of the project. Shane highlighted how the e-library rollout would:
PEC Members were unanimous in their support, strongly recommending that Governor Luther Wenge allocate funds urgently to make the project a reality.
On 8th May 2024, the E-Library Project was officially tabled as Agenda Item No. 1 during the PEC meeting chaired by the late Hon. Luther Wenge. The project received unanimous approval from all PEC Members. The PEC Resolution included:
This decision marked a turning point for education in Morobe Province. By partnering with Chayil Information Technology, the provincial government set in motion a plan that would give thousands of students access to modern, high-quality digital learning resources — even in communities where internet access is limited or non-existent. The project aligns strongly with national education strategies, MTDP IV, and Connect PNG, positioning Morobe as a national leader in digital education transformation. For Chayil IT, this moment represented the fruit of 10 years of consistent work, from humble beginnings in a 24-foot container to influencing provincial policy and educational reform.
